Micuhu and Haruka!!
Their so cute in Stars. Their only 16 years old and yet more perverted than Minako. Even in the Cloverway version I knew they wasn't cousins. Plus they act much older than the others and they're raising young Hotaru even after they wanted to kill her.
I would also have to say Michiru and Haruka.
